Where are the hurricane shelters near Oviedo?

The city lists Evans Elementary (100 E Chapman Rd) and Lawton Chiles Middle (1240 Sanctuary Dr) as Oviedo-area shelters. Not every shelter opens in every storm, so check the county's open-shelter list when a storm is coming. Cots aren't provided at general shelters; bring bedding, medications, ID and food for special diets.

Local tip: Weapons, alcohol and drugs aren't allowed in county shelters. Pets are allowed only at pet-friendly shelters.

Should I evacuate?

Leave when local emergency officials tell you to. The county advises considering a shelter if you live in a mobile or manufactured home, a low-lying or flood-zone home, or a house not built for hurricane winds. Otherwise the city encourages sheltering in place in a prepared home.

I have a medical need. How do I register for special-needs sheltering?

Register ahead of time with Seminole County Emergency Management at 407-665-5102 or through the county's Special Needs Program form. Special-needs shelters have medical staff and power for medical devices, and caregivers are asked to come along.

Where can I get sandbags?

The city gives out free sandbags before storms and announces the location and hours each time, so watch the Alert Center and Notify Me. In past storms it has filled sandbags at the Public Works Complex, 1655 Evans St, using a machine bought in 2023.

How does storm debris pickup work?

Bagged or bundled yard waste goes out on your normal Waste Pro day (10-bag limit, bundles under 4 ft and 50 lbs). Large storm debris goes loose at the curb for the city's contractor, which can take several weeks. Keep it off sidewalks and streets, away from hydrants and power boxes, and separate from household trash and construction debris.

Local tip: Don't park next to debris piles. Crews may skip them.

Do I need flood insurance?

Standard homeowners policies usually don't cover floods. The city recommends flood insurance for every home, even outside mapped flood zones. NFIP policies generally take 30 days to take effect, so don't wait for a storm.

Do I actually live inside Oviedo city limits?

Not necessarily: the Postal Service uses 'Oviedo' for much of unincorporated Seminole County, so check your street address with the city's 'Find My Address' map. The answer decides who handles your trash, water and police calls, and whether you get resident rates at city parks.

Local tip: If you're outside city limits, you get county services and pay non-resident rates for city recreation programs.

The Council meets at 6:30 p.m. on the 1st and 3rd Monday of each month (unless otherwise noticed) in Council Chambers at City Hall, with agendas posted five days ahead. Meetings stream live and are archived on the city's YouTube channel.

How do I report a pothole, drainage problem or code violation?

Use the city's online Fix It Form. You can attach photos and give a location. Under Florida law, code officers can't start an investigation from an anonymous complaint, so you'll need to include your contact information.

Local tip: Streetlight out? Call your power company (Duke or FPL) with the pole location. The city doesn't maintain streetlights.

What are the most common code violations to avoid?

Grass over 12 inches or other vegetation over 18 inches, signs placed in the right-of-way, and open storage of junk. Two more: parking boats, RVs, trailers or other large vehicles (over 8 ft wide or 20 ft long) in front of the house, and keeping inoperable or untagged vehicles.

How do I start city water and sewer service?

Fill out the city's residential utility application and pay the required deposits. Renters need a fully signed lease; owners need a signed settlement statement or notarized buyer's affidavit plus a color copy of their driver license. Give 24 hours' notice; water is not turned on or off on weekends.

How much will my water and sewer bill be?

The current in-city residential water base charge is $19.22 a month, plus a tiered usage charge that starts at $1.59 per 1,000 gallons. Under the rate plan the Council adopted in February 2025, the next increase starts October 1, 2026: water base goes to $20.95, wastewater base to $49.60, and the stormwater fee to $21.06 per unit.

Local tip: You pay base charges even if the home is vacant, for as long as the account is open.

Which days can I water my lawn?

In daylight saving time, homes on city potable water can water Thursday and Sunday (even addresses) or Wednesday and Saturday (odd or no address). In standard time it's one day a week: Sunday for even, Saturday for odd. Never water between 10 a.m. and 4 p.m.

Local tip: Clocks fall back on Nov. 1, 2026, and you switch to one watering day then. On city reclaimed water, the schedule is Tue/Thu/Sun (even) or Mon/Wed/Sat (odd), but the city recommends no more than 2 days.

Not the city. Homes east of the CR 419 Econlockhatchee River bridge (e.g., The Sanctuary, Riverside, Live Oak Reserve) are served by FPL, and most of the rest of Oviedo by Duke Energy. Either company will redirect you if you call the wrong one.

What day is my trash pickup?

When and how should I put my carts out?

Waste Pro asks for carts at the curb by 6:30 a.m. on collection day, within 6 feet of the curb, with wheels facing the house and the lid opening toward the street. Keep carts 3 feet from mailboxes, cars, hydrants, trees, poles and other bins. Household garbage must be bagged inside the cart.

What goes in the recycling bin?

Rinsed plastic bottles and jugs #1–7, glass bottles and jars, aluminum and steel cans, empty aerosol cans, paper, and flattened cardboard. Keep out plastic bags, foam, cups and paper plates, egg cartons, foil, light bulbs, electronics and broken glass. Remove lids.

Local tip: When in doubt, throw it out. A contaminated bin may not be collected.

How do I get rid of yard waste?

Put it out on your yard-waste day, bagged, in a can or tied in bundles (palm fronds may be neatly stacked). Each bag or bundle must be under 50 lbs, with limbs no longer than 4 ft or thicker than 3 in; the city's storm-debris guide sets the limit at 10 bags per pickup.

How do I schedule a bulk pickup (furniture, appliances)?

Call Waste Pro at 407-774-0800 (option 1). You get two free bulk pickups a month (up to 8 cubic yards total), collected on your yard-waste day; appliances such as refrigerators, washers and water heaters go Tuesdays and Thursdays if you call by 3 p.m. the day before.

Local tip: The city says construction-type waste and wood fencing are not accepted. Ask Waste Pro about a paid special pickup (claw-truck minimum $85).

Is there pickup on holidays?

No collection on Thanksgiving, Christmas or New Year's Day. That week, service after the holiday moves one day later, and Friday service moves to Saturday.

Where do I take paint, chemicals, batteries or old electronics?

Take them to the Seminole County Household Hazardous Waste Tunnel at the Central Transfer Station, 1950 SR 419, Longwood. It's free for all county residents, including Oviedo, and open Mon–Sat 8 a.m.–5 p.m. It also takes electronics, fluorescent bulbs, propane tanks, motor oil and sharps in a sealed container.

Local tip: The free ReUse Shop inside the tunnel (Mon–Sat 8–4) gives away usable paint and chemicals, up to 15 items a day.

Do I need a building permit, and how do I apply?

Most construction, re-roofing, electrical, plumbing and mechanical work needs a permit from the city Building Division, and you can apply, pay, check status and schedule inspections online. Jobs needing signed and sealed drawings must be submitted electronically; paper plans cost $5 per sheet.

Yes, for any canopy tree. Palms, fruit trees and understory trees like crape myrtles don't need one. Email the city's arborist contact listed on the FAQ to request a permit.

Do I need a permit for a garage sale?

We found no city permit for the sale itself, but garage-sale signs need a residential temporary sign permit. Current code allows signs for up to 17 consecutive days once per calendar quarter: one sign on your property and up to two directional signs on private property with the owner's permission. Signs are never allowed in the public right-of-way.

I run a business from home. Do I need a business tax receipt?

Yes: the city charges $25 (non-regulated) or $45 (regulated) a year, and Seminole County collects its own separately. All receipts expire September 30, and late renewals owe a state penalty starting at 10% in October.

What are the noise rules?

The city code bans unreasonably loud, disturbing noise at any time. It singles out loud music, TV and yelling, particularly between 11 p.m. and 7 a.m. Construction noise is exempt from the noise-level rules only from 7 a.m. to 7 p.m., and not on Sundays or federal holidays.

I saw a bear. What should I do?

Report bear sightings or conflicts to the Florida Fish and Wildlife Conservation Commission at 850-488-4676. Keep trash, pet food, bird feeders and grills secured. The city FAQ says bears look for these once trash is locked up.

I just moved to Florida. How soon do I need a Florida license and tag?

Get a Florida driver license within 30 days of establishing residency. Title and register your vehicle within 10 days, which first requires insurance from a Florida-licensed agent. Out-of-state vehicles also need a VIN inspection.

Where is the nearest DMV / tax collector office?

There's no full-service Seminole County Tax Collector branch in Oviedo. The closest are Winter Springs (1495 E SR 434) and Casselberry (104 Wilshire Blvd; also does road tests). All branches are open Mon–Fri 9 a.m.–5 p.m. Driver license walk-in service runs 9 a.m.–4 p.m., appointments only after 4.

Can I renew my tag without going to an office?

Yes, online or at a self-service kiosk, including two in Oviedo: City Hall (400 Alexandria Blvd) and Publix at Alafaya Square (81 Alafaya Woods Blvd). The kiosks are run by a private licensed tag agency, not the Tax Collector, and may not handle every transaction.

How do I register to vote or update my address?

Use Florida's online voter registration site, or mail or drop off a paper form at the Seminole County Supervisor of Elections, 1500 E Airport Blvd, Sanford. The deadline for the November 3, 2026 general election is October 5, 2026.

Can I vote early, and where in Oviedo?

Yes. Early voting runs Monday, Oct. 19 through Sunday, Nov. 1, 2026, 7 a.m.–7 p.m., at any Seminole County early voting site. Two are in Oviedo: the Oviedo Aquatic Center (148 Oviedo Blvd) and the East Branch Library (310 N Division St).

How do I vote by mail?

Ask for a mail ballot by October 22, 2026. Florida law cancelled all older vote-by-mail requests on Dec. 31, 2024, so request again if you haven't since then. Return it by mail, at the elections office, or at a secure drop box at an early voting site during open hours.

Which public schools is my address zoned for?

Seminole County Public Schools (SCPS) assigns every home to K–12 schools by address. Use the district's School Zone Search. Some addresses are in 'Region' zones that also need a school choice application.

Local tip: Several schools that serve Oviedo families, like Carillon and Walker Elementary and Hagerty High, are just outside city limits.

How do I enroll my child?

New families apply online through the SCPS New Student Enrollment account request and application, then finish with the zoned school. For Partin, Walker and Geneva Elementary (among others), the district's Central Enrollment team offers help appointments.

What documents do I need to register?

You need two proofs of residence: a deed or homestead exemption (owners) or a lease (renters), plus a current electric bill or service order. Add one of these showing the same address: car registration, driver license, Florida ID or voter card. First-time Florida students also need a birth certificate, a physical from the last 12 months, and a Florida DH 680 immunization form.

Local tip: Kindergartners must turn 5 on or before September 1.

What are the key dates on the 2026-27 school calendar?

Students started Aug. 10, 2026, and the last day is May 25, 2027. There's no school Oct. 12, Nov. 23–27 (Thanksgiving week) or Dec. 21–Jan. 5 (classes resume Jan. 6); spring break is March 15–19, 2027.

How do I file for homestead exemption, and when is the deadline?

File with the Seminole County Property Appraiser (online, in person, or by mail or email) by March 1; you must own the home and live in it as your permanent home as of January 1. Bring Social Security numbers and Florida driver licenses showing the property address for all applying owners and their spouses.

How much does homestead save?

Up to $50,000 off your home's taxable value. The Property Appraiser estimates savings of up to about $800. Starting the year after approval, 'Save Our Homes' also caps yearly increases in assessed value at 3% or inflation, whichever is lower (2.7% for 2026).

When are property tax bills due?

The Tax Collector mails bills in November. Discounts are 4% if you pay in November, 3% in December, 2% in January and 1% in February. Proposed-tax (TRIM) notices mail in mid-August, and you have 25 days after that to file a value appeal.

What is Amendment 3 on the November 2026 ballot?

It's a proposed state constitutional amendment on property taxes; the city's fact page says that if 60%+ of voters approve, the homestead exemption would rise to $150,000 on Jan. 1, 2027 and $250,000 on Jan. 1, 2028. The city estimates a $5.1 million revenue loss in FY 2027/28 and, by law, can share facts but not advocate either way.

The Seminole County Public Library East Branch is at 310 Division St. It's open Mon–Thu 9 a.m.–8 p.m., Fri–Sat 9 a.m.–5 p.m., and Sun 1–5 p.m. Remaining 2026 closures: Nov. 11, Nov. 26–27 and Dec. 24–25.

Cards are free if you live or own property in Seminole County. Apply in person at any branch with photo ID, or, if you're 18 or older, online for an instant digital card. Cards renew every 3 years.

What are the hours at Center Lake Park?

Center Lake Park, 299 Center Lake Ln, is open 7 a.m.–10 p.m. daily, and so is its dog park. The splash pad runs dawn to dusk (it stays off on days forecast under 70°F). Swan-boat rentals ($5 for up to 2 people, $10 for 2–4) are weekends 11 a.m.–7 p.m.

Do I need a recreation membership?

No, but members get discounted rates on programs, passes and rentals. It's $30 per person a year for city residents and $60 for non-residents. Resident rates need proof that you live inside city limits; an Oviedo mailing address isn't enough.

Local tip: Program refunds are full within 48 hours of registering. After that there's a 25% fee (50% for summer camp).

The Big Kahuna lap pool at 148 Oviedo Blvd is open year-round. Through Oct. 25, 2026 hours are Mon–Fri 6–10 a.m. and 2–8 p.m., Sat 7 a.m.–4 p.m., and Sun noon–4 p.m. Daily admission is $6 for residents and $9 for non-residents. The Splash Zone is open weekends only through Sept. 27, 2026.

Where can I take my dog off-leash?

There are two city dog parks: the one inside Center Lake Park (7 a.m.–10 p.m. daily) and the Bark Park at Shane Kelly Park, 499 Waggin Trail. The Bark Park is open dawn to dusk, except Tuesdays and Fridays when it opens at 9 a.m.

Local tip: Bring water for your dog. The Bark Park's restrooms are at the concessions building.

How do I get to Little Big Econ State Forest, and is there a fee?

The forest is open sunrise to sunset. The Florida Trail section is reached from the Barr Street hiking trailhead in Oviedo. Parking costs $2 a day, or $45 for an annual pass good at all state forests.

Local tip: Since April 29, 2026 the bridge between Little Big Econ and Charles H. Bronson State Forest has been closed. Use the Brumley Road trailhead for LBE horse and hiking trails.

Where can I ride the Cross Seminole Trail?

The paved 23-mile trail runs from the Cady Way Trail at Aloma Ave/Howell Branch Rd to the I-4 bridge in Lake Mary, passing through northwest and southwest Oviedo. It's open dawn to dusk. The nearest county trailhead with restrooms is Black Hammock, 1571 E SR 434, Winter Springs.

Florida law requires rabies vaccination for all dogs, cats and ferrets 4 months or older, with a booster 12 months later and then per the vaccine maker's schedule. Can I bring my pet to a hurricane shelter?

Only to a designated pet-friendly shelter; most shelters accept only service animals. Seminole County runs a combined special-needs/pet-friendly shelter and one other pet-friendly shelter, so bring ID, medical records, a crate and food.

Can I drive a golf cart on Oviedo streets?

Yes, on city roads posted 30 mph or less, after registering the cart with the city ($30 a year, paid in person at the Utility Department, with proof of insurance). Carts are banned on SR 434, SR 426, CR 419, Chapman Rd, Oviedo Mall Blvd, Lockwood Blvd, Mitchell Hammock Rd and Geneva Dr north of the roundabout, except to cross at signalized intersections.

Local tip: Drivers need a valid license, or a learner's permit with a licensed driver 21 or older in the front seat.
